Dr. Alain KHAIAT

Dr. Khaiat was awarded the first in-cosmetics Lifetime Achievement Award in Paris in April 2010. With over 40 years of experience in the cosmetic industry having served as V.P. R&D and QA with Johnson & Johnson, Yves Rocher and Revlon; Alain Khaiat has created SEERS Consulting in 2006.
Dr. Khaiat is Chairman of the CTFA of Singapore, Past-Chairman (2014-2019) of the ISO TC 217 (cosmetics), Past-Chairman ASEAN Cosmetic Association (2009-2011 and 2017-2019), member of the ASEAN Cosmetic Scientific Body, member of the International Dialogue for the Evaluation of Allergens (IDEA) Supervisory Group, a joint project between IFRA and the EU commission.
Dr Khaiat is behind some of the most successful “beauty from within” products. He has several patents and publications in his name.

Ling Ching is the Managing Director of Mase International, a key player in the professional hair care industry. He holds a degree in Accounting from Aberystwyth University, Wales, and an MBA from the University of Stirling, Scotland.
He began his career in his family’s hair color manufacturing business in 1993 and went on to establish Hairwell in Singapore in 2003, focusing on distributing professional hair care products to salons. He later expanded operations into Malaysia, growing the brand’s regional presence.
With a strong background in entrepreneurship and finance, Ling Ching continues to drive innovation and growth within the hair care sector.
He currently serves as Treasurer of the Cosmetic, Toiletry, and Fragrance Association of Singapore (CTFAS), where he supports financial oversight and governance.
Andrew GAN

Mr Andrew Gan is co-founder and Past President of the Society of Cosmetic Scientists Singapore (SCSS), holds an executive MBA with distinction from Aalto University and a B.A. with Honours from the National University of Singapore.
For over a decade, he holds an adjunct lecturing position at the Singapore Polytechnic.
Apart from his voluntary positions as President of the CTFAS and as Board Member of the ASEAN Cosmetic Association, Andrew is Managing Director of Toshiki International Singapore – a Japanese CDMO which designs, develops and manufactures Personal Care Products and Medical Devices. His expertise and interests include new product development, innovation strategies, personal care products, medical devices, design thinking, lean manufacturing and sustainability issues for the BPC Industry.
LE Chau Giang

Le Chau Giang is a seasoned executive in the cosmetics and personal care industry with deep expertise in regulatory affairs, product stewardship, and scientific policy. She now represents Biocomm and serves as Vice President of External Affairs at the Cosmetic, Toiletry, and Fragrance Association of Singapore (CTFAS), where she leads efforts to strengthen industry collaboration and external engagement.
Previously, Giang held senior roles at Estée Lauder Companies and Johnson & Johnson, overseeing global product safety and regional regulatory strategy. She also served as President of the ASEAN Cosmetic Association (ACA) and was a Diplomat at the ASEAN Secretariat, where she worked on technical regulations and standards.
Her early career included a leadership position at Vietnam’s Ministry of Science and Technology, contributing to national standards and regulatory frameworks. Giang continues to be a prominent voice in shaping the cosmetics industry across Asia and beyond.

Aik Lim is a seasoned commercial leader with over a decade of experience in the consumer goods sector, with a strong focus on the Beauty & Personal Care industry across Asia. His expertise spans packaging, turnkey solutions, sourcing, product development, and e- commerce supply chain transformation for the Direct-to-Consumer (D2C) model.
Currently, Aik serves as Senior Director of APAC Sales at Meiyume, where he has held various leadership roles including Director of SEA Commercial and Senior Manager of the Program Management Office. He is known for driving growth through strategic commercial initiatives and cross-border trade negotiations.
Aik also previously served two terms as Honorary Treasurer of the Cosmetic, Toiletry, and Fragrance Association of Singapore (CTFAS), contributing to the association’s financial governance and industry initiatives.
With his broad regional experience and strategic acumen, Aik continues to be a key contributor to the consumer and personal care industries in Asia.
Amanda YEO

Amanda is a seasoned regulatory affairs professional with broad experience in the consumer goods and healthcare industries. She currently serves as APAC Regulatory Director at Sensient Technologies, overseeing regulatory compliance and market access for cosmetics, colors, and flavors across the region.
She also holds the position of Secretary of the Cosmetic, Toiletry and Fragrance Association of Singapore (CTFAS), supporting the Association’s governance and industry engagement.
Amanda’s past roles include senior regulatory positions at Church & Dwight, PZ Cussons, Symrise, and Mead Johnson Nutrition, where she managed compliance across Asia and the Middle East. Her expertise spans product registration, halal certification, regulatory training, and cross-functional collaboration for both food and non-food categories.
Dr. Willy CHIN

Willy is a Senior Scientist in the Global Product Stewardship Department of Procter & Gamble and based in P&G Singapore Innovation Center. He has close to 7.5 years of professional experience in Asia-Pacific regulatory compliance management and provides regional regulatory consulting and expertise to support end-to-end innovation in beauty care, with a focus on skin and hair care brands. In addition to his CTFAS appointment, he is also appointed as a committee member of the ASEAN Cosmetics Association (Safety & Toxicology Working Group). He is currently also an adjunct lecturer at Singapore Polytechnic for the Advanced Diploma in Specialty Chemicals programme where he teaches on cosmetic products regulations in Asia.
Willy obtained his B.Appl.Sc. (Hons) in Applied Chemistry from NUS in 2011, and subsequently his Ph.D. from the NUS Graduate School for Integrative Sciences & Engineering (NGS). He has culminated 5 years of multidisciplinary academic and international industrial research experience in the design and development of synthetic polymers for anti-microbial and drug delivery applications.

Julia Ji Xinyan graduated from National University of Singapore (MSc) and FuDan University (Master Degree of Medicine). She also holds a Regulatory Affairs Certificate (RAC, Global) from Regulatory Affairs Professional Society (RAPS) USA. In last 25 years, she has been working in the field of complementary health product (CHP) development and regulatory affairs with government agencies (MOH, HSA and SingHealth, etc), local and regional industry associates, and MNCs in Singapore.
Currently, she is the Director and Founder of MyAssociates Group providing scientific and regulatory consultations to government agencies, industry associations, health product standard bodies and individual companies (MNCs & SMEs) covering Singapore, ASEAN region and China.

Jessie serves as the Deputy Director of the School of Chemical Life Sciences, where she supervises the Applied Sciences Diploma program. With 16 years of experience as a lecturer at the polytechnic, she has held roles such as course manager and academic resource manager. Jessie initiated the establishment of the Perfumery and Cosmetic Science Centre, contributing to its innovative design and functionality, aimed at providing training for both polytechnic students and adult learners.
She also heads the Consumer Chemicals Technology Centre that aims to support industry with innovative R&D to commercialise personal care products. Additionally, she serves as a Council Member for the Society of Cosmetics, Toiletries, and Fragrance Association of Singapore.
Jessie’s expertise extends to her role as a technical specialist for the ASEAN Committee Scientific Body of the Health Sciences Authority, focusing on Consumer Care Products. She also contributes to the standards technical committee for laboratory testing, encompassing biomedical and health-related areas.

I am from Japan and have been living in Singapore for 4 years.
Our factory is located on Jurong Island and supplies raw materials for cosmetics and toiletries.
Our headquarters is in Japan, and we sell products from Japan to Southeast Asia, as well as provide a variety of other information.
I would like to contribute as much as I can to the growth of the market in Singapore and the surrounding countries.

Kenneth is now serving as committee member at ASEAN Alliance of Health Supplement Associations (AAHSA); Health Supplements Industry Association Singapore (HSIAS); Malaysian Dietary Supplement Association (MADSA); The Cosmetics, Toiletries and Fragrance Association of Singapore (CTFAS); IEEE Young Professionals Singapore (IEEE-YP Singapore); IEEE Engineering in Medicine and Biology Singapore Chapter (IEEE-EMBS Singapore); The Institution of Engineers, Singapore-Biomedical Engineering Technical Committee (IES-BETC).
Kenneth holds a Master’s in Mechanical Engineering and a Bachelor’s in Bioengineering, and studied and worked in Singapore, China and the United States.
Beyond his professional achievements, Kenneth is a President’s Scout in Singapore, and a lifetime member of the global Association of Top Achiever Scouts. He also holds the National Youth Achievement Award – Gold in Singapore, and is currently a Senior Member of both IEEE and IES.

Evan is a Regional Regulatory Manager at Shiseido Asia Pacific, where he leads and supports the team in managing regulatory affairs across the region. Before joining Shiseido, Evan worked at Sensient Cosmetic Technologies, a leading supplier of cosmetic raw materials including colorants, solubilizers, and thickening agents. Prior to Sensient, he worked at Amorepacific Corporation Korea, where he ensured regulatory compliance for company products in the Southeast Asia region. Evan is dedicated to continuous learning and collaboration to effectively address regulatory challenges.

Priyanka Bhat currently serves as the Co-Lead of the Regulatory and International Affairs Working Group at CTFAS, where she plays a pivotal role in shaping regulatory strategies and fostering international collaboration. With over 20 years of experience in regulatory affairs, quality management, and product safety, Priyanka is currently the Director of Scientific and Regulatory Affairs for South Asia Pacific, Middle East, North Africa (SAPMENA) at L’Oréal. Her career includes key positions at Shiseido, Duracell, Procter & Gamble, Johnson & Johnson, and Sanofi, where she developed expertise in strategic regulatory compliance and leading cross-regional teams.
Priyanka holds an MBA in Marketing from NMIMS, Mumbai, and both a Master’s and Bachelor’s degree in Pharmacy from Principle K.M. Kundnani College of Pharmacy, Mumbai.
Dr. Bhashkar MUKERJI

Dr. Bhashkar Mukerji is a seasoned toxicologist and regulatory affairs professional with over 30 years of experience across the cosmetics, chemicals, and food industries. He holds a PhD in Biomedical Sciences and has deep expertise in hazard–risk assessment, product safety, and regulatory compliance.
Currently, he serves as Director of Regulatory Affairs – Enterprise Markets at Kimberly–Clark, where he leads regulatory strategy and compliance efforts across multiple regions. Prior to this, he was Head of Regulatory Affairs and Product Safety, APAC at Givaudan (2013–2025), and has held key regulatory roles at Johnson & Johnson and Unilever.
Dr. Mukerji actively contributes to industry advancement through various associations. He is the Vice President of Public Relations and Communications at the ASEAN Cosmetic Association (2022– present), Chair of the IFRA APAC Technical Committee (since 2015) and Lead of the Product Integrity Working Group at CTFAS.
With a strong foundation in science and policy, Bhashkar is widely respected for his leadership in shaping regulatory landscapes and advancing product safety standards in Asia and beyond.
Shelly HUANG

Shelly Huang currently serves as Director of GPS Regulatory Affairs for the APAC region at ELC. Her career spans multiple industries, including consumer healthcare, cosmetics, and food. She began at Unilever, specializing in R&D, Technical Management, and regulatory affairs. Later, she joined Johnson & Johnson Consumer Healthcare, overseeing regulatory affairs for Northeast Asia, covering Korea, Japan, Taiwan, and Hong Kong, while expanding her focus to APAC baby care innovation and self–care (OTC) in China. Before transitioning to ELC, she led regulatory affairs, quality control, and supply chain at Glico Taiwan.
Her extensive experience across various markets and functions has contributed to her expertise in driving operational excellence, innovation, and regulatory compliance.
Yolanda LIAO

Yolanda Liao is a regulatory affairs professional with over 15 years of experience across cosmetics, health supplements, food compliance, and quality management. She contributed to Taiwan’s Cosmetic Hygiene and Safety Act reform by leading internal compliance execution and engaging in industry–authority dialogues. With a strong track record in strategic regulatory operations, she has supported end–to–end product lifecycle compliance across diverse categories and regulatory frameworks.
Now based in Singapore, she leads the Southeast Asia regulatory affairs team at LVMH Perfumes & Cosmetics, directing compliance strategy and driving regulatory process harmonization, execution, and stakeholder alignment.
As an Executive Committee member of the Cosmetic, Toiletry and Fragrance Association of Singapore (CTFAS), she is committed to advancing regulatory collaboration and contributing to the industry through regulatory engagement.
Jayden ANG

Jayden Ang is a seasoned business development professional with over 15 years of experience in sales, client relationship management, and strategic market expansion across the Asia Pacific region. He currently serves as the Director of Business Development at Senses International Pte Ltd, where he leads regional growth initiatives and drives new market opportunities for the fragrance portfolio.
Jayden began his career as a Sales Engineer at Quest Technology (S) Pte Ltd, where he managed key accounts and developed business opportunities through strategic planning and vendor collaborations. He later joined Taytonn Pte Ltd as a Senior Sales Executive, where he was responsible for market development, customer relationship management, and new product introduction across Asean markets in the flavour and fragrance industry.
In 2016, Jayden joined Senses International as a Business Development Manager and was promoted to Director in 2021 in recognition of his strong leadership and consistent track record of business growth.
Known for his client–focused approach, deep industry knowledge, and strong regional network, Jayden continues to play a key role in advancing the company’s presence in the Asean market.
